Grand Jury Finds 24/7 Mental Health Care Badly Needed in Santa Barbara County Jail Facilities

July 27, Rebecca Caraway, of Noozhawk, reported that after investigating in-custody deaths, the grand jury found a lack of communication and mental health training in the two county jails. It recommended monthly reports on the number of people in custody with substance abuse and mental health issues, and that the county work with other agencies to analyze why so many people are declared incompetent to stand trial because of mental illness.
